at five percent annually for a period of 20 years. In order to qualify, a new
company must invest a minimum of $2 million and create 20 new jobs with wages of
$8 per hour or $10 including total compensation. There are lower qualification
thresholds for small businesses.
Sales & Use Tax Abatements:
This abatement allows a company to be exempt
from paying non-educational sales taxes on building materials until the building
is placed in service. The use tax (machinery sales tax) abatement provides a
company with an exemption on the non-educational portion of the use tax on
machinery until the building is placed in service. Alabama statute allows the
local governing body to grant the exemptions.
Ad Valorem (Property) Tax Abatements:
This abatement allows a ten-year
exemption of the non-educational property taxes on real and personal property.
Alabama statute allows the local governing body to grant the exemption.
Alabama Industrial Development Training Program:
This state sponsored,
free-of- cost program provides services ranging from trainee recruitment and
screening to job-specific pre-employment training to on-the-job training. In
addition, management and supervisory training is available including Total
Quality Management and ISO 9000. Mobile training units can be brought on-site if
facilities are under construction.

Alabama offers matching grants for construction of water, sewer and road
infrastructure. The grants are awarded on a competitive basis (jobs created,
